Dorothy has more than twenty year’s experience in consulting to health care payer and provider organizations and government agencies on a wide range of issues from delivery system assessment and design to strategy assessment, development and implementation and turnaround planning for providers, payers and public programs. Dorothy’s practice focuses on all aspects of safety net and government programs strategy, product design and management in both the payer and provider space, with specific emphasis on business and program turnaround and redesign. Dorothy’s clients have included some of the country’s largest and most successful safety net health plans, including Inland Empire Health Plan (rated #1 in California) and Excellus Health Plan (rated #3 nationally), as well as numerous Blue Cross and Blue Shield plans throughout the country, several national health plans, and several large urban, public safety net, delivery systems. She has assisted those clients with business and program turnarounds, development of product and business strategies, design and launch of new programs and products, assessment of regulatory requirements and strategies, and organizational and operational turnaround across all areas of health plan management.
Prior to BDC, Dorothy was a Senior Vice President and payer market lead for The Lewin Group where she was responsible for oversight and delivery of projects for health plans, providers and state and local entities, with a specific emphasis on safety net programs (uninsured, Medicaid, Medicare and SChip). Immediately prior to joining The Lewin Group, Dorothy ran her own independent consulting practice focusing heavily on safety net programs, mixed model Medicaid HMO’s with heavy emphasis on delivery system and contracting assessment and redesign to address specific operational and/or financial objectives. Prior to that Dorothy was a partner with APM-CSC Healthcare and Associate Partner responsible for the provider strategy practice of Accenture. Her responsibilities in both positions included oversight, management and delivery of services to provider, health plan and integrated delivery system organizations.
Dorothy began her career with the California State Legislature, first as a Fellow with the State Assembly and then as staff to California State Senator Barry Keene, co-author of the Knox-Keene HMO Act. Dorothy has an MBA with an emphasis in strategic management from UC Berkeley and a BA in political science from Humboldt State University. She may be reached at dmoller@bdcadvisors.com.
