The organization was entering a new phase in its history, having completed the major tasks it was initially created for, and therefore was at an inflection point as they refined their strategic direction.


Key network goals, such as network enrollment targets and the creation of an integrated physician network had not been achieved, requiring a bold strategy to make a significant impact in the market.
